Nope, the only limitation is with the compression scheme you can make GIF's
without compression
and this is not covered by the patent (obviously since it doesn't use the
lzw compression code)
this is how IJG has handled it. it can write uncompressed GIF's but not
compressed, it can read
both uncompressed and compressed GIF's

neither does WarpGIF :-) and it handles animations (sort of)
