This is probably a consequence of bad design. When the window refresh
occurs, VisualPrefs (or Birdie, I don't know) carries out the refresh on
input.device's task (probably as a consequence of Opus requesting the
refresh from within input.device). Until the refresh is complete, input.device
cannot process any further input, hence the system appears to "lock".

I'd guess it's an inherent problem of the window refresh system's design.
Either Opus or VisualPrefs (or Birdie) would need to be coded to offload the
refresh onto a separate task.
