Boot into the ppc's early startup menu, disable the drive and boot. If it
doesn't boot now, you most likely have a temination problem. If it does
boot, start unit control and see if the drive is there (you may have to
rescan the bus). If it isn't there then you probably have a
jumper/addressing/termination problem.

First, I'm not sure by your message above as to whether or not you still
have the single-ended jumper on. If not, you need to put that on. It will
not work, no matter what you do, if that is not installed. Next, some
drives come with jumpers for termination power (TP) and termination (TE).
They are not the same and most, but not all, drives have them both. Do
you have these jumpers on your drive? Are they set up correctly?
I go back to what I said before. Break the setup down to the absolute
minimum and try various things from there. So you should have
teminator <- CSPPC -> HD -> terminator. The terminator's must be active,
the HD must have SE, TP and TE enabled. If your drive doesn't have the last
two, you will need to set up the bus to insure those conditions are met
(like another HD that has those options).
