True. However the saved PSD files are only readable in Photoshop with
all the layer information flattened. As it says in the 4.x
suppliment "The saver is only designed to save flattened images -
Photoshop will not read a layered .PSD saved from ImageFX". So yes
you are correct in that IFX can save in PSD format with layers, but
it's use is limited to IFX only.
The real bonus is that saving in INGF format can save as much as (if
not more than) 50% in size over PSD files saved (with layers intact).
How Nova Design have achieved this I do not know, But it works!
