I believe C:Lock can do that, e.g. "Lock DH0: OFF" should work.

Hmmm.. wouldn't it indicate that there is an error if the volume is
still write protected after a reboot? I don't think writing to the disk
is safe if that is the case, a backup, format, restore operation would
be in order if the error is not fixable.
