You really need a 24-bit display for this kind of work. That might not
be easy to get with the Picasso, but from what I've seen with the
Prometheus card should be easy with any good PC graphics card. The
AmigaOne will provide this, or if you don't have a lot of Zorro cards
you could consider the Prometheus.

Given the 24-bit display, I would say try both Perfect Paint (free on
Aminet) or TVPaint (was free from Newtek for a while).

Personally, I greatly prefer TVPaint. It is like DPaint without
animation but with lots of good tools for 24-birt still painting. Its
only drawback is that it has a single undo.

Maybe it has been on a cover disk at some time?
