I found that Image Engineer and Photogenics will import layered
Photoshop images, but with the layers flattened. Art Effect wouldn't. I
don't have the latest version of ImageFX, but I hear that it will import
Photoshop images and keep the layers, but not export them in a format
Photoshop can read.

TVPaint imports IFFs, JPEGs, TIFs, BMPs, PCXs and GIFs. So to relate to
Photoshop, one could either buy Image Engineer (which actually uses
Superview), or use JPG or TIF. "Save a Copy" from Photoshop is useful
if you want to save a non-layered image without losing the layers on the
screen.

The images will need to have
> colours altered/replaced, retaining shadows etc..,

Colorize and Tint do that in TVPaint.
