This sounds like click-of-Death, a common Zip drive ailment that has
nothing to do with the filesystem used.

No. It keeps a table of directory entries, but it doesn't have to be in
a special part of the disk. It's more FFS that is unusual in not keeping
a separate directory table.

No, I've been using PFS/AFS on Zip disks for over five years. The
speedup over FFS is some tenfold, maybe this is something to do with the
way Zip drives access the disks, but they are particularly slow with
FFS.
