NTP is a bloody easy protocol. The best way to get it on an Amiga is to
get Atomic 2.0.7 off Aminet: it's an ARexx script which uses TCP: so you
can pretty much see exactly how it works without some crazed Linux
hacker obfuscating it ;)

(of course, it's so simple you could just read the RFC :)
