Well, AB3D2 comes close, but I think everyone's got it wrong. The scariest
game is...

Dungeon Master.

Don't laugh, I got it with my 1Mb upgrade for my A500 years ago. Yes it may
not be 3D. Yes, it's now very old. But with a deathly quiet atmosphere save
the stereo echoes of distant monster footsteps/shuffles, a torchlight that
steadily gave out on you (and it really did get very dark) and creatures
that could wander the level if you left any doors open and made quite
hideous screams it was at the time (maybe still is) the scariest thing I had
ever played.
