Personal Paint 7 has exactly that. You just draw around your image, and it picks
up the irregular shaped brush.
If your image is agains a background of solid colour, DPaint 5 has a magic wand
to work out the edges of what you are trying to pick up and grab it itself.
It can be a bit flakey tho'
