ArtEffect V4 has it (and V3 i imagine)
Slect the Cut tool (scissors) from the toolbar, and then slect the freehand
tool then simpley draw what you are wanting to cut out

Not used PG or PF to comment on them.

You can also do a free hand mask selction.. etc.. etc..
