ARexx port names are case-sensitive, and ARexx turns unqoted strings to
upper case. Without the quotes you would be sending
address REXX_CED SPECIFY S:NEWCONFIG
It wouldn't work because the port name doesn't exist. This is why most
ARexx port names are upper case.
