No, the reason is that the motherboard needs to send a signal back to
the power supplt to turn it on. Current is always drawn, but only a
small amount, enough to half-illuminate the standby LED on PC cases
and to operate the circuitry for turning it on fully.

Anyway, the way to use it is to connect the Amiga PSU connector to the
correct wires/pins on the ATX connector and also permanently connect
the power-on signal to 0V (I think). You can then turn the computer on
and off via the switch on the back of the ATX psu. But I can't for the
life of me remember what pins they are. I'm positive there is a guide
on Aminet for doing this though, just search for "atx psu".
