Well, this is just a guess, but I'd say that at hte moment there isn't an
entirely dedicated chip specifically for OV decoding. However, a
programmable (E)EPROM or something would probably be able to do it, given
the right code.

Might be an interesting home project, as OV is totally open, there is no
need to worry about not being able to get access to decoding code etc. :)
