With the same modem? There are two types of cable used to connect a
modem to the phone socket, use the wrong one and you'll get exactly what
you describe.

Plug the modem work into the PC, that's the quickest way to test it.

Does the modem take a DC or AC input? If it's DC and you had the
polarity wrong the first time you tried it, you may have damaged
something.
