Ah yes, I'd forgotten about DACS. That would indeed restrict your speed,
but 33.6 is often attainable with DACS. DACS breaks the tricks used to
get the higher speeds in V90.

DACS is used because there are more subscribers than lines. The only way
to remove DACS from your line is to put it on a neighbour's line. If
everyone already either has DACS or has refused it, there's no one to
dump it on.

Do you have cable in your area? Tell them that if they can't remove DACS
from your line you'll help ease their congestion by switching to cable...
