It works for me. I have AmiSSL assigned to SYS:Libs/AmiSSL too.
amissl.library is in LIBS: I have all the certs in AmiSSL:certs and the
various associated libraries in
AmiSSL: too (blowfish.library, cast.library etc. for whatever CPU you have)
- got these libraries too? In my s:user-startup I have:

SetEnv AmiSSL/SSL_CLIENT_VERSION ssl3
SetEnv AmiSSL/SSL_VERSION ssl3

and

Assign AmiSSL: "System3.9:Libs/AmiSSL"
Path AmiSSL: ADD
