There are several utilities on Aminet that detect mousekeys during bootup, which
could be utilised for this sort of thing.
As for keypresses, since you've posted this to the Blitz list, I assume that you
do a bit of coding, why not write one :o)
It'd probably only take 5 mins, and only needs to return true or false, then
your startup-sequence could test keypresses and take action accordingly.
