After some time working on it I have found I way to hex
25,000 Dn. in Caesar.  It is a simple command DEBUG Command.
Well, enough typing, let's get to it!

C:\>DEBUG ********.sav  (The ******** means your game file.)
-e 13e a8 61
-w
-q

When you load your game you should have 25,000 Dn.  Good luck
and may the Empire notice your achievements!
