If you validate this setting, you can restrict to Password, Display and Network within Contorol Panel.
If you set this setting, you have to enter password at starting WinBack Scratcher.
In case that multiple people use one PC (for example Company, School, Training room), you maybe wish to restrict executable applications if you are system administrator. When you validate this setting, error message will display if anyone execute application you did not set.
