The Form commands are missing from the Tools menu, so I can't display the design environment.

If you're using Microsoft Word  as your e-mail editor, the form's design environment isn't available. Turn off Word as your e-mail editor, and then reopen the form.

1. In the main Outlook window, on the Tools menu, click Options, and then click the Mail Format tab.
2. Clear the Use Microsoft Word to edit e-mail messages check box.
