  WebGraphics Optimizer is a true 32 bit application and therefore
  supports only Windows 95 or Windows NT. WebGraphics Optimizer
  will not work on earlier versions of Windows like Windows 3.1.

  To obtain a copy of WebGraphics Optimizer, download the packed
  file (webopt10.zip) into a temporary directory and unzip it
  using an unzip utility like WinZip.

  Then double click on the executable file named setup.exe
  to start the installation process automatically.
