The nation and the world watched in 1957 as a confrontation between Arkansas and the federal government over the right of nine black students to attend the school of their choice. Although the Supreme Court ruled segregated education unconstitutional in the Brown decision of 1954, a lack of guidance for implementation, and the failure of Brown to set any time limits, gave southern states the freedom to move with more deliberation than speed.
