It's a chip very similar to the SuperFX chip, an oncart chip which allows numerous polygon scaling (e.g. Star Fox, Stunt Race FX). The fx2 has this plus large sprite animation/manipulation (e.g. Yoshi's Island). Since Mario RPG makes use of neither, I seriously doubt the Mario RPG cart would carry the fx2 chip...
