In the UK 1967-90, an amount of money made
available annually by central government to
supplement rates as a source of income for
local government; replaced by a revenue
support grant (see poll tax). It consisted of
a resources element, giving help to local
authorities with small resources; a needs
element, based on population size; and a
domestic element, to reimburse local
authorities for rate reductions for domestic
ratepayers. From 1979 the system was used as
a method of curbing local authority spending
by reducing or withholding the grant. Already
in the 19th century the government was giving
such help -- by 1888 grants accounted for 14%
of local revenue - and in 1929 the system was
formalized, a block grant replacing various
specific grants. This was modified 1948
(exchequer equalization grant) and 1958 (rate
deficiency grant).
