  1. A refugee is a person fleeing from oppressive 
  2. or dangerous conditions (such as political, 
  3. religious, or military persecution) and 
  4. seeking refuge in a foreign country. In 1993 
  5. there were an estimated 18 million refugees 
  6. worldwide, whose resettlement and welfare 
  7. were the responsibility of the United Nations 
  8. High Commission for Refugees (UNHCR). An 
  9. estimated average of 10,000 people a day 
  10. become refugees.
