This a new cron for KickStart 2.04+ only that supports launching commands as
an ARexx script/string (no RX needed), has na ARexx port of its own, uses
file notification to watch the crontab file for changes, and has a significantly
enhanced event specification that allows for things like sending mail to a
user with the output of the event, running events only once, job queues, etc.
Using these options, ARexx scripts (provided) can simulate the UNIX 'at' and
'batch' commands almost to the tee.

Version 1.2 fixes a small bug in launching rexx scripts and adds an extra
semaphore check to prevent the possibility of the job table getting
clobbered.
