Quoting from the "Revised^3 Report on the Algorithmic Language Scheme":
Scheme is a statically scoped and properly tail-recursive
dialect of the Lisp programming language invented by
Guy Lewis Steele Jr. and Gerald Jay Sussman.
Individuals may freely use and distribute this program. Those who find it
useful are encouraged (though by no means expected) to send a donation to
the author. However, such donations will help speed future enhancements to
the system.
