  14. The Board is concerned about the Security Policy Board (SPB)
  15. proposal of November 27, 1994, to "... have authoriy over all
  16. classified and unclassified but sensitive systems."  Therefore,
  17. the Board recommends that the SPB not proceed with its plans to
  18. control unclassified but sensitive systems until broader input of
  19. issues is gathered.  To that end, the Board would like to have
  20. the opportunity to be fully involved in working on these issues.
