|INTRODUCTION|
==============
The goal of Space Empire Elite is to be the richest person in
terms of power (money, military strength, size) and to have the
highest score. The player with the highest score is the current
Spacelord. At the end of each month the current Spacelord's name
is saved in the Spacelords Hall of Fame.
You get a higher score by leading attacks, etc., successfully,
as well as a bonus of 200 points a turn for simply surviving. Since
Space Empire is a multiplayer game, your turns per day are limited
the SysOp of each board configures the turns per day. You may use
some of your turns, exit the game, and play later that day.
The space for players is 25 at one time; and if you do not play for
ten days, your player is autodeleted.
The computer also controls an empire known as the Satharian
Empire, which is a race of evil, lizardlike creatures whose sole
interest is to kill off your population. The Satharians may attack
you at random, even capturing some of your planets.
Players may port items such as food, credits or soldiers
to each other.

|GOVERNING|
===========
Every turn you need to dish out food and money to various people
and agencies. Your military, population, crime prevention agencies,
and planet maintenance agencies all need a certain amount of money,
and you also need to feed your people and army.
Not paying/feeding your military what they want will keep you
from being able to attack someone else that turn; and if you pay them
too little, they will start to walk out on you! Not giving enough
food to your population will cause the death rates to be higher (and
you want all the people you can get, because the more you have the
more taxes you collect) and if you give them way too little, it
could cause a civil war. Not paying to support your planets will
cause them to work at only half production, and not paying for
crime prevention could cause waves of crime to hit you.
In addition to these things, natural disasters including epidemics,
meteors, space rats and space pirates can affect you in various ways
every turn. Be ready for them. Saving your extra food can be good
for the bad years, but then if the rats eat it all, your in trouble.
Blackholes and supernovas may cost you planets.
After dishing out money and food, you can choose to buy various
things to strengthen your empire. The prices fluctuate slightly
every turn, so watch for good prices. Your empire may grow to an
unlimited size of planets. There are four types of planets: Mining,
Food, Soldier and Industrial. Mining planets mine ore to make you
more money, food planets grow extra food, soldier planets train extra
soldiers and Industrial planets increase the efficiency of your other
planets. Besides buying these planets, the only other way to gain
them is by attacking other empires.
Alliances may also be formed. These strengthen you and help you
resist your enemies.

| FOOD |
=========
New in version 5.0 of Space Empire is the Food Common Market.
When you buy or sell food you deal with this market. The price at
which you may buy or sell is determined by the supply available.
If someone buys all of the food you may find 0 megatons available.
Prices in the Food Common Market may range from Low to Worth More
Than Gold depending on supply.
At the end of each turn you run the risk of Space Pirates
stealing some of your food if you have too great an excess, or the
Space Rats may come and eat all of your food!

|WARFARE|
=========
There are several factors when attacking someone else: Your
fighters, soldiers, heavy cruisers, carriers and command ship are all
offensive factors, and the enemies soldiers, defense stations,
heavy cruisers and command ship are defensive factors.
The defender also has an added strength if he has an ally.
As many soldiers as you have, only a limited amount are
effective based on how many generals you have. Every general can
command 50 troops of soldiers. Your carriers determine how many
fighters you may deploy in an attack.
Heavy Cruisers are twice as effective as Fighters in attacks,
plus they are useful in defense as well.
There are two types of attack, Conventional and Nuclear. In a
conventional attack you may seize enemy credits or planets.
Nuclear attack is used to make an enemies planets become radioactive,
causing them to be non-productive and a burden to his economy.
The command ship is expensive, but it is an effective means of
offense and defense. It also regenerates when damaged, unless it
is beaten down to 0%. Also, the command ship is self sufficient
and does not add to the cost of running your military.
Successfully beating an enemy will either get you part of
his money (credits) or some of his planets. The number of planets
you can sieze can be from one planet to twenty-five, depending on
how much the enemy has.

|ESPIONAGE|
===========
First let me the thank Bit Boss over at The Software Bank for
the inspiration which went into these parts... Espionage is
another factor within the game. You can hire covert agents, which
act as counterspies, spies, and assasins. The number of agents
you have protects you from your enemies agents (they act as
counterspies when you are away).
One thing you can do is send a spy to another empire. When
this is done, and if it is successful, your spy will report the
empires ally (if any) the stage of completion on his command ship,
his number of covert agents, soldiers, fighters, defense stations,
carriers,heavy cruisers and his treasury in credits.
Another is sending an agent to assasinate an enemies general.
Agents can also be deployed to work within an enemies lines to
promote riots, terrorism and even civil war, which he will need to
use his forces to overcome. Another new feature in version 5.0 is
using covert agents to destroy an enemies carriers so he cannot
deploy fighters or do porting.
Covert activities are NEVER reported unless they are failed
attempts; so if you spy or assasinate, it is likely that nobody
will ever know, but if your mission fails, then your failure will be
reported in the news and you'll lose one of your expensive covert agents.

| PORTING |
=============
You may trade with other players at the end of each turn. This
is not limited to your ally. Depending on the number of carriers you
have you may send any amount of food, credits or soldiers to any other
player. Each carrier will transport 500 units of the item selected.
It is up to the other player if he wishes to send you anything in
return. You may wish to arrange exchanges with other players through
Email.

Space Empire will only work for a limited amount of time for
unregistered sysops; this allows a trial period for you to decide
if Space Empire Elite is something you would like to have on your
BBS. After that, you must obtain a registered copy with the name
of your BBS embeded in it for it to work for an unlimited amount
of time. if you are already a registered owner of Space Empire,
contact Middle Earth and obtain your new version. If you are new

Version 5.0 of Space Empire Elite now includes a program
SECONFIG.TOS which you may use to configure various aspects of
the game to your liking. Allies may be set on or off, as well as
Covert Agents. The SysOp may determine what filespec news
bulletins are written to. You also may set the # of turns per day.
