  1. To use FCONVST7.TOS click on icon, then give a name to the
  2. destination file, like give it an extension .CON.  Then select the
  3. source file.  Convert to ASCII when you have a program file to
  4. convert to a packet transmittable form, to reconvert select
  5. "binary".

  7. The person decoding this traffic needs the identical program to
  8. decode the file.
