  11.     This program was nominally written to convert from the flat news
  12.     directory heirarchy in 1.15 to the full directory heirarchy of
  13.     the 1.16 release (same heirarchical format that CNews uses).

  15.     After installing 1.16 you should run

  17.     1> FlatToHeirarchical H

  19.     To convert your existing heirarchy to the new format.  This program has
  20.     been designed to 'pick up the pieces' of bungled attempts at converting
  21.     the format.  You can ^C the program at any time and restart it.  No
  22.     files are deleted by this program, it simply rearranges the directory
  23.     structure.

  25.     The reverse conversion is also available.  This is mainly to reduce the
  26.     sense of dread one normally feels when converting between incompatible
  27.     formats.
