  1.    If there are not enough resources for everyone, who
  2. should have the resources first?
  3.    A method of selection known to the military as
  4. 'triage' is used by medical officers. Triage may also be
  5. used when a natural catastophe (such as an earthquake)
  6. overwhelms medical resources.
  7.     The selection principle groups the wounded into three
  8. groups:
  9.     A: Those so seriously would that they cannot be saved
  10.        or can be saved only by an unreasonable large effort
  11.     B: Those who can survive with a reasonable amount of 
  12.        care but would die without it.
  13.     C: The walking wounded whose threatment can be
  14.        deferred to a later time.
  15. Under triage, group B would receive first attention.
