Pat,
Here's the file about MCI Mail international access that I thought you may
want to add to the telecom archives.

MCI International Introduces
MCI Mail Global Access from 27 Countries
Rye Brook, NY (USA) -- March 2, 1992--MCI International, a
subsidiary of MCI Communications Corp. (MCI), today began
providing direct access from an initial 27 countries to
one of the world's most popular electronic mail services, MCI
Mail, through an in-country telephone call. Additional
countries will be added throughout 1992.
MCI Mail Global Access(sm) service provides a simple, high quality,
low-cost alternative to a packet service subscription. MCI Mail Global
Access also provides portability not previously available. In
order to reach MCI Mail, traveling users simply dial a country-
specific phone number from their computer terminal in any
of the 27 countries.
Until now, subscribers accessing MCI Mail from outside the
United States had to arrange for a separate subscription to
each country's packet switch service and pay the provider of
that service for both the amount of time spent online and the
number of characters sent and received. MCI Mail Global Access
simplifies the process. Some advantages of MCI Mail's new
service are:
* Easy to use -- the same logon procedure will
work in virtually all of the 27 countries.
* Available today -- a separate subscription is not
needed, which is especially important to travelling
subscribers such as journalists.
* Cost savings -- the price of this service is (U.S.) $0.50
per minute, billed in half-minute increments after a
one-minute minimum.
* Simplified billing -- access charges are billed on a
per-minute basis instead of time and volume.
* Consolidated invoice -- charges for access will appear
on the MCI Mail invoice along with message charges.
"Our customers need to be able to access MCI Mail overseas as
easily as they do in the United States," said Jerry DeMartino,
Vice-President of Sales and Marketing for MCI International.
"MCI Mail Global Access represents our continuing commitment
to our international users. They are an important and fast-growing
segment of our customer base and we are happy to provide them
with high quality, simplified international access at a competitive
price. This represents just one of several value-added features we
will be adding to MCI Mail this year to address the needs of today's
transnational businesses and world travelers."
MCI Mail subscribers can obtain instructions and access
telephone numbers online by typing HELP PHONES INTERNATIONAL
at any Command prompt. Literature about MCI Mail Global
Access with access telephone numbers can be obtained by
contacting MCI Mail Customer Support at 800-444-6245 (outside
the US call +1 202-833-8484). MCI International has 64 local
offices in 52 countries, Puerto Rico and Guam, as well as
local MCI Mail international distributors covering over 30
countries to provide premier support and service worldwide.
MCI Mail provides a complete range of delivery services
including electronic mail, fax, telex, hardcopy postal and
courier delivery worldwide. The service also offers gateways
to office automation, LAN and PC environments, and has been at
the forefront in establishing global public network
interconnections utilizing both X.400 and proprietary
protocols. In addition, MCI Mail offers MCI EDI 400, an
electronic data interchange (EDI) service. MCI is currently
interconnected with over 51 X.400 public services, in 25 countries.
-------------------------------------------------------------------
Q: Where will this access be available?
A: Access will be provided from 27 countries; they are:
Australia
Austria
Belgium
Brazil
Denmark
Finland
France
Germany
Hong Kong
Ireland
Italy
Japan
Korea
Luxembourg
Mexico
Netherlands
New Zealand
Norway
Philippines
Portugal
Singapore
South Africa
Spain
Sweden
Switzerland
Taiwan
United Kingdom
Q: In each of the countries listed, will access be available throughout that
country?
A: Some countries have "country-wide" numbers available; most have one or more
cities where local access is available. In locations where the nearest access
number is not a local call, users will call long-distance to that access number.
Q: What about countries not on the list?
A: More countries will be added later this year and in years to come. Meanwhile,
customers in countries not on the list will continue to access MCI Mail in the
manner they have been using-- primarily by subscribing to a local packet switch
service.
Q: How does it work?
A: Users log-on in the following manner:
1. Dial appropriate access number, wait for connect.
2. Press <RETURN> twice or until a "#" prompt appears.
3. Type C and press <RETURN>. (What you type may not appear on
your screen; this is normal.)
4. At the "CENTER:" prompt, type MCI,MAIL and press <RETURN>.
(Again, what you type may not appear on the screen.)
5. At the "Please enter your user name:" prompt; type your MCI
Mail username and press <RETURN>, then type your password and
press <RETURN>. When you see "Connection initiated. . .Opened."
you are now logged onto MCI Mail.
Q: What about users of Lotus Express?
A: They will need a connection string to log-on. The connection string is shown
below and will be both published online and supplied to the field.
@d~~|~~|~~|~~|~~C~|{CENTER:}MCI,MAIL|
Q: What speeds and protocols are supported?
A: The speeds and protocols supported vary from location to location; however,
the majority of locations support speeds from 300 to 2400 bps with MNP5
error-correction. The access list that has been printed in hardcopy form and
published online indicates exactly what access speeds and protocols are
available from any particular access number.
Q: What does it cost to use this access?
A: Users will pay (US) $0.50 per minute from the time they are logged onto MCI
Mail until the time they exit. The charge is based on a one-minute minimum,
with 1/2 minute intervals applying thereafter; each fraction of a minute
will be rounded up to the nearest 1/2-minute. This is the same billing
procedure that is currently in place for Canadian and domestic Tymnet access
charges.
The price is the same no matter what country the user accesses from; also note
that we are only charging for time spent online-- not for characters
sent/received. Users will realize significant savings in many cases when
compared to packet switch service access.
Q: How will the user be billed?
A: The access will appear as a line item on the user's MCI Mail invoice; it will
be labelled "MCI Mail Global Access".
Q: What about access problems-- who will help?
A: Problems with MCI Mail Global Access should be reported to MCI Mail Customer
Support like any domestic access or system problem.
--------------------------------------------------------------------------
You may log on to MCI Mail interactively and type HELP PHONES INTERNATIONAL
and print or download the information or I will be happy to send it
to you via MCI Mail or Fax.

|
|To use MCI Mail from outside the United States,
|you may do one of the following:
|
|1. Use an MCI Mail Global Access (sm) number
|from the list below.
|
|2. Subscribe to the country's packet switch
|service.
|
|3. Use your modem to make an international
|telephone call to one of MCI Mail's non-800
|access numbers in the United States.
|
|
|MCI Mail Global Access
|======================
|I. Instructions for use
|
|Choose the telephone number that is appropriate
|to the country, city, and modem speed that you
|wish to use. Please note:
|
|Unless otherwise noted, the modems on these
|access numbers support the "CCITT" standards used
|in much of the world rather than the "Bell"
|standard used in modems built for use in the
|United States. This difference is important only
|if accessing at 300 bps, as the two standards are
|NOT compatible at that speed. Numbers supporting
|ONLY CCITT 300 bps are designated "300 CCITT;"
|most U.S. modems will not be usable on them.
|
|Numbers designated "MNP4" support the MNP
|error-correction protocol; numbers designated
|"MNP5" support both the MNP error-correction and
|data-compression protocols. Check the documen-
|tation supplied with your modem for further
|details on how to use these protocols.
|
|There is a charge of US$0.50/minute to connect
|via MCI Mail Global Access. These connect-time
|charges will appear on your MCI Mail invoice.
|
|II. Telephone dialing instructions
|
|Next to each country name is the International
|Direct Distance Dialing (IDDD) country code.
|Preceding each access number is the
|inter-regional city or area code, if applicable.
|The following rules generally apply in dialing
|telephone numbers:
|
|LOCAL CALLING: Normally does not require the use
|of the city code.
|
|REGIONAL CALLING: Normally requires use of the
|city code. Some telephone networks require that
|a 1 or 0 precede the city code.
|
|INTERNATIONAL CALLING: Requires an international
|dialing prefix followed by the IDDD code, city
|code, and local telephone number.
|
|Consult the local telephone company or PTT for
|additional directions and explanations in the use
|of telephone dialing and services.
|
|
|III. Log-on instructions
|
|1. Dial appropriate access number, wait for
|connect.
|
|2. Press <RETURN> twice or until a "#" prompt
|appears.
|
|3. Type C and press <RETURN>. (What you type may
|not appear on your screen; this is normal.)
|
|4. At the "CENTER:" prompt, type MCI,MAIL and
|press <RETURN>. (Again, what you type may not
|appear on the screen.)
|
|5. At the "Please enter your user name:" prompt;
|type your MCI Mail username and press <RETURN>,
|then type your password and press <RETURN>. When
|you see "Connection initiated. . .Opened." you
|are now logged onto MCI Mail.
|
|Users of Lotus Express:
|
|Insert the following connection string in the
|appropriate field in the Communications Manager:
|
| @d~~|~~|~~|~~|~~C~|{CENTER:}MCI,MAIL|
|
|Be sure that the Protocol field is set to 'None.'
