  6.     The State Department  issues travel advisories to inform traveling 
  7. Americans of conditions abroad which may affect them adversely.  
  8. Travel advisories are generally about physical dangers, unexpected 
  9. arrests or detentions, serious health hazards, and other conditions 
  10. abroad with serious consequences for traveling Americans.
  11.  
  12.     Travel advisories which describe a potential for violence and physical 
  13. danger usually reflect a trend or pattern of violence over a period 
  14. of time in which the government of the country involved is unwilling 
  15. or unable to afford normal protection.  For that reason, isolated 
  16. international terrorist of criminal attacks - which can and do occur 
  17. virtually anywhere at any time - do not generally trigger travel advisories.

  19.     Travel advisories are issued on the basis of objective evidence 
  20. about emerging or existing circumstances and  are modified or cancelled 
  21. when those circumstances change.  Travel advisories are issued only 
  22. after careful review of  information from our diplomatic post in 
  23. the affected country, and in coordination with various bureaus of 
  24. the Department of State and other concerned federal agencies.

  26. How To Access Travel Advisories

  28. Travel advisories for specific countries are available at any of 
  29. the 13 regional passport agencies, field offices or the U.S. Department 
  30. of Commerce, and U.S. embassies and consulates abroad.  They are 
  31. also available by writing the Citizens Emergency Center, Bureau of 
  32. Consular Affairs, Room 4811, N.S., U.S. Department of State, Washington, 
  33. DC, 20520.  Travel advisories may be heard anytime by dialing the 
  34. Citizens Emergency Center at (202) 647-5225 from a touchtone phone.

  40. travel advisories electronically.  The Official Airlines Guide (OAG) 
  41. provides the full text of travel advisories on many online computer 
  42. services.  To obtain  information on accessing travel advisories
