  4. {4}An important function of this general name is a as cover for the large number of
  5. CIS/Soviet military launches.  Although it has never been officially acknowledged,
  6. well over half of the Cosmos series is either wholly or partly for military use;
  7. occasionally, as in the record year of 1976, it can be as high as 90 out of 101.
  8. During the first 10 years in which 500 satellites were orbited, the annual rate
  9. increased steadily from  only 12 satellites in 1962 to 81 in 1971.  Since the launch
  10. peak in 1985, the number deployed annually has fallen, reaching a 29 year low of 38
  11. during each of 1993 and 1994.
