In-depth research by psychologists has shown that 'Desktop Sillies' run on
Archimedes and other Acorn machines under the RiscOS GUI environment cause
unnacceptable levels of pollution, and also increase stress or tension in
the operator(s). Proposals to deal with this have included officially
classifying these programs as viruses, however this will not abate their
production and illegal use. The accepted suggestion is for the setting up of
a branch of Neighborhood Watch to deal with the Desktop environment, with
the particular responsibility of keeping it clear of all running, jumping,
dancing and exploding things.

Notice to the user:

Running !Tortoise will result in Tortoise the Tortoise beginning his patrol.
He wanders up and down the iconbar looking for windows resting on top of it
with its 'back' flag set. If so, and the program owning it isn't on
Tortoise's list of accepted programs (see later) then he will ask you if you
want to arrest it. If so then its name will be added to the list checked by
Stephanie (see later). If you pardon it then its name will be added to the
list of accepted programs.
William the Wanda-Killer performs secret raids on full-screen windows with
the 'back' flag set. Again, certain programs are accepted; if not then you
can arrest the program as before. William will also attempt to find any
windows that move when they shouldn't, or stay still when they shouldn't;
these are Neko/Madness type programs, and you can prosecute them as well.
Stephanie Stephanie Stephanie will interrogate every program as it starts;
if its taskname is on the list of known criminals then you have the option
of denying it entrance to the Desktop. Pardoning it, and letting it into the
Desktop also removes it from the list of known criminals.
Between the three of them, most criminals will be apprehended¹.

Pinboard, Menon, Help.
Known criminals:
----------------
Wanda, Shark (variant of Wanda), DeskDuck, DeskDuck+, Madness.
These are kept in the file called Records within the !Tortoise directory.
The section which starts # is known criminals; * is accepted programs and /
is the end of the file. Accepted programs should contain any that either
have windows near the top of the iconbar, or, like the pinboard and Menon
which take over the background of the desktop. This file can be changed by
loading it into Edit; later versions of !Tortoise may allow, for instance,
programs pardoned by Stephanie not to be removed from the list of known
criminals so that you can force a silly through once, but next time will
still be picked up by the watch system.
¹ Occasionally legal programs maybe prosecuted by mistake, but Desktop Watch
is much better than, say, the Midlands Fraud Squad.

isn't really intended as a Desktop silly, and is drawn by the Wimp rather
than me 'cos it shortens the code a bit ...
