1) What is Bill Central

Bill Central is a Windows Professional Time and Billing Program designed for
anyone who needs to track and bill time spent on client projects. It is a
smart management tool that enables you to timely bill your clients and
analyze the effectiveness of your staff's operations and billing procedures.
Bill Central:

2) Definition of Shareware
Shareware distribution gives users a chance to try software before buying it.
If you try a Shareware program and continue using it, you are required to
register it (or purchase the licensed version as in the case of Bill Central).
Copyright laws apply to both Shareware and retail software, and the
copyright holder retains all rights, with a few specific exceptions as stated
below. Shareware authors are accomplished programmers, just like retail
authors, and the programs are of comparable quality. (In both cases, there are
good programs and bad ones!) The main difference is in the method of
distribution. The author specifically grants the right to copy and distribute
the software, either to all and sundry or to a specific group. For example,
some authors require written permission before a commercial disk vendor may
copy their Shareware.
Shareware is a distribution method, not a type of software. You should find
software that suits your needs and pocketbook, whether it's retail or
Shareware. The Shareware system makes fitting your needs easier, because you
can try before you buy. And because the overhead is lower, prices are lower
also. Shareware has the ultimate money-back guarantee -- if you don't use the
product, you don't pay for it.
3) ASP Ombudsman Policy
This program is produced by a member of the Association of Shareware
Professionals (ASP). ASP wants to make sure that the shareware principle
works for you. If you are unable to resolve a shareware-related problem with
an ASP member by contacting the member directly, ASP may be able to help. The
ASP Ombudsman can help you resolve a dispute or problem with an ASP member,
but does not provide technical support for members' products. Please write to

4) Installing Bill Central
Before you can use Bill Central you have to run the Bill Central
setup program from Windows so it will work properly on your computer.
You cannot just copy the files from the Bill Central disk to your hard
disk. The files on the distribution disk are packed in a special way to
save space. The setup program unpacks those files and builds them on
your working disk.
From Windows Program Manager, select File menu, Choose Run and type A:\SETUP
and press Enter. (If you are setting up from CDROM or other than floppy drive
A, then substitute that drive's letter in place of 'A'.
Launching Bill Central
Click on the Icon in the Bill Central Program Group or from Program Manager,
select File menu, choose Run and Type C:\BILLC\BILLC.EXE if that was the
disk and directory specified when you installed the program.
5) Uninstalling
All of the application files for Bill Central reside in the directory you
specified when installing. To uninstall these simply delete that directory.
The Program Manager Group for the icons can simply be removed by pressing
Delete while the Group is iconized. Delete the BILLC.INI file from your
Windows directory.
A directory called IDAPI was created if it didn't already exist on your
system. This directory contains the Borland Database Engine (BDE) that is
used by Bill Central. If you have no other programs that are also using
the BDE, this directory can be deleted. The following five lines were added
to your WIN.INI file in the Windows directory (if they didn't already exist)
and can be removed:

6) The User's Manual
In order to keep the size of the Shareware version of Bill Central
reasonable no user's manual is provided. You will find that ALL menu items
and associated dialog boxes, along with general information, is provided on
line using the HELP-CONTENTS menu option of the program. A printed manual
is available upon registration.

8) Distributing
You are encouraged to pass a copy of the shareware version of Bill Central
along to your friends for evaluation.
If you do so, you must provide them with the entire set of Bill Central
shareware version files. These include:
SETUP.EXE
README.TXT
REGISTER.TXT
VENDOR.DOC
FILE_ID.DIZ
Do not simply copy the files off your hard drive. Bill Central must be
installed using the SETUP program or it will not function correctly!
If you intend to charge for distribution, you must adhere to the requirements
of the VENDOR.DOC file.
9) Purchasing the Licensed Version
You may use the shareware version of Bill Central for a 30 day evaluation
period. If you would like to continue to use Bill Central after the
30 day trial period, you are required to purchase the licensed version of
Bill Central.
When you purchase the licensed version of Bill Central ($59) you will receive
the following:

If you purchase the Professional version of Bill Central ($89) you will

4) Professionally printed and bound Reference and Tutorial Manual.
5) Advanced reporting features such as Slip Analysis, Project Analysis and
Productivity Reports - All of which are configurable.
6) User-customizable invoice formatting. Customize the invoice to suit
your needs.
You can fill out and print an order form by an of the
following methods:
1. Click on the Order Form Icon in you Bill Central
Program Group.
2. Load Bill Central and from the Bill Central Help Menu, choose
Register Bill Central.
3. Use an ASCII text editor to view/print the REGISTER.TXT file.
