  18. <p>     Years ago, says Liv Ullmann, relatives setting off from
  19. Norway's fjords for a better life in the New World were thought
  20. to be "brave and strong." Today similar dreams are "ridiculed
  21. and shamed." The actress made that comparison last week in an
  22. emotional speech at a Hong Kong refugee camp, where thousands
  23. of Vietnamese boat people are facing a forced return to their
  24. homeland. It was one of many visits she has made to Southeast
  25. Asian camps since 1980 for international organizations, and it
  26. miffed local officials, who accused her of being a do-gooder
  27. who only came to criticize.
