  17. <p>    John Turner is Canada's most famous also-ran. The Liberal
  18. Party leader stirred up last November's elections with
  19. impassioned attacks on the Canada-U.S. Free Trade Agreement, but
  20. failed to sweep Progressive Conservative Prime Minister Brian
  21. Mulroney out of office. Last week, conceding the need for "fresh
  22. leadership," Turner said he would resign after a date is set to
  23. choose a successor. Likeliest prospect: Quebec's Jean Chretien,
  24. a former Justice and Finance minister.
