  16. <p>In an undercover sting, Sears' auto-repair service gets nailed
  17. </p>
  18. <p>    For years, Sears Roebuck & Co. has billed itself the place
  19. "where America shops." Last week the giant retailer's $3
  20. billion automobile-repair division was branded a place where
  21. Americans are being systematically robbed. After an 18-month
  22. investigation, the California department of consumer affairs
  23. charged that nearly half of Sears' 72 auto-service centers in
  24. the state routinely overcharge customers an average $223 for
  25. repairs, and that Sears mechanics also billed undercover agents
  26. for work that was never done. Spurred by a 50% increase in
  27. consumer complaints against Sears auto shops over the past three
  28. years, say California officials, they began a probe that reveals
  29. a "constant pattern of abuse." Consumer-affairs director Jim
  30. Conran is seeking revocation of Sears' license to perform auto
  31. repairs in California. Says he: "These are not honest mistakes.
  32. This is the systematic looting of the public." Sears denies the
  33. charges. A spokesman for the company says that "while honest
  34. mistakes may have been made, we disagree with some of the
  35. allegations."
