<p> DIED. Robert B. Carney, 95, retired admiral and former
commander in chief of North Atlantic Treaty Organization forces
in Southern Europe; in Washington. During World War II, his
mastery of naval strategy earned Carney a score of medals and
citations from the U.S. and Allied nations. While serving as
chief of naval operations under President Dwight D. Eisenhower
from 1953 to 1955, he championed a stronger Navy over air power
to deter the Soviet Union.
