<p> NOMINATED. William Barr, 41, to be U.S. Attorney General; by
President Bush; in Washington. Barr has been Acting Attorney
General since August, when Dick Thornburgh resigned to run for a
U.S. Senate seat from Pennsylvania. While director of the
Central Intelligence Agency in 1976-77, and Bush met Barr, who
was working as a CIA staff officer. As Deputy Attorney General,
Barr wrote a controversial 1989 memorandum that provides legal
justification for FBI agents to seize fugitives from justice
outside the U.S. without permission of the country involved.
Barr won the President's praise for his handling of a hostage
crisis at a federal prison in Alabama last August.
