  16. <p>A Senate report finds no evidence of a hostage deal, but
  17. questions remain
  18. </p>
  19. <p>     It was an exoneration without much conviction. The Senate
  20. Foreign Relations Committee's investigation of allegations that
  21. the Reagan campaign connived with Iranian authorities to delay
  22. the release of 52 American hostages during the 1980 election
  23. concluded that "the great weight of evidence is that there was
  24. no such deal." But the committee report did charge that the
  25. conduct of Reagan campaign chairman and later CIA Director
  26. William Casey verged "on the outer limits of propriety" when he
  27. secretly gathered intelligence on the delicate U.S.-Iranian
  28. hostage negotiations in 1980. The investigation, run on a
  29. shoestring budget, never did find such critical evidence as
  30. Casey's passport or hundreds of hours of vital FBI surveillance
  31. tapes. Perhaps a parallel House investigation expected next year
  32. will be more enlightening.
