  17. <p>    Amid the gravest labor shortage to afflict Japan in 15
  18. years, the Diet has taken a step that could deepen the dearth.
  19. In a vote that critics attacked as a sign of Japanese
  20. insularity, legislators approved a crackdown on companies that
  21. employ any of the more than 100,000 unskilled illegal aliens
  22. from Bangladesh, the Philippines and other Asian nations who
  23. live in Japan. Under the measure, which contains no amnesty
  24. provision for illegal aliens who now hold jobs, firms caught
  25. hiring illegal foreign workers will be fined as much as $14,000.
  26. Employers who persist in the practice could face three years in
  27. prison.

  29. <p>    Supporters of the law argue that Japan cannot provide basic
  30. services such as education and medical care to the unskilled
  31. immigrants, who are concentrated in low-paying construction and
  32. manufacturing jobs that Japanese often shun. But opponents
  33. charge that the crackdown will "push Asian laborers into even
  34. more inferior working conditions and further Japan's
  35. xenophobia."
