  15. A Christmas Eve Coup

  18. <p>     The military was the grinch that stole democracy in
  19. Suriname last week as the three-year-old civilian government of
  20. President Ramsewak Shankar was toppled in a bloodless coup on
  21. Christmas Eve. Officially, the former Dutch colony's new leader
  22. is Commander Ivan Graanoogst, the chief of the military police,
  23. but the real power is apparently in the hands of Commander Desi
  24. Bouterse, military ruler of the country from 1980 to 1988.
  25. </p>
  26. <p>     In recent months Bouterse has been using his position as
  27. head of the army to usurp civilian authority. Graanoogst was
  28. believed to have initiated the coup on Bouterse's orders.
  29. Bouterse resigned in pique two weeks ago, following an incident
  30. at Amsterdam's Schiphol Airport in which Dutch authorities
  31. prevented him from being interviewed by journalists. The U.S.
  32. denounced the coup, and the Netherlands cut off aid to Suriname,
  33. which last year amounted to $28 million. Graanoogst pledged to
  34. hold new elections within 100 days.
