  15. Can This War Be Won?

  17. <p>     The awesome performance of U.S. missiles and fighter planes
  18. in the gulf war seemed a reassurance of America's technological
  19. prowess. But an alarming report last week by the nonprofit
  20. Council on Competitiveness raises new questions about the
  21. nation's high-tech health. The council examined 94 critical
  22. technologies and found the U.S. leading the world or holding
  23. its own in 61 and trailing in 33 others. While America remains
  24. strong in biotechnology, artificial intelligence and aerospace,
  25. it is falling behind or losing in lasers, computer chips and
  26. robotics.

  28. <p>     The council urged Washington to increase federal research
  29. spending for nonmilitary technologies. The U.S. government
  30. spends two-thirds of its research money on defense and devotes
  31. just 0.2% to commercial high tech, in contrast to 5% spent by
  32. Japan and 15% by Germany.
