  17. <p>     The central Asian state of Tajikistan imposed a state of
  18. emergency in a southern province following the death of two
  19. progovernment commanders, reportedly in a shoot-out. Capping
  20. months of wrangling, Tajik sources say, Sangak Sa farov and
  21. Faizali Saidov went for their guns during an argument over the
  22. fate of refugees seeking to return from Afghanistan. Authorities
  23. fear the deadly duel could spark reprisals among the chieftains'
  24. followers and embolden Islamic and nationalist insurgents to
  25. reignite the fighting that has already claimed more than 20,000
  26. lives.
