  17. <p>Russia's Congress tries another way to unseat the President
  18. </p>
  19. <p>     While his supporters have pronounced him stronger than ever
  20. after his narrow escape from impeachment, Boris Yeltsin left
  21. plenty of uncertainties in the hands of his political enemies in
  22. the Congress of People's Deputies when he flew to Vancouver. The
  23. legislators did vote to approve Yeltsin's call for a
  24. referendum, but they then ruled that at least 50% of the entire
  25. 106 million electorate must support him--not just half of all
  26. those who vote. Few believe Yeltsin can meet this target.
  27. Twisting the knife, the Congress tacked on an embarrassing
  28. question about Yeltsin's economic performance and two additional
  29. questions about early elections for the presidency and the
  30. Congress.

  32. <p>     Yeltsin at first said he would challenge the 50% rule but
  33. later decided against conducting a parallel referendum with more
  34. favorable questions. Meanwhile, Vyacheslav Kostikov, spokesman
  35. for Yeltsin, warned that Congress might try yet again to impeach
  36. Yeltsin before the referendum.
